2024 Business License Renewal Updates

The SC General Assembly passed the Business License Standardization Act, Act 176, which went into effect Jan. 1, 2022.

This year, Act 176 requires that all taxing jurisdictions use a standardized business license class schedule recommended by the Municipal Association of South Carolina (MASC) and adopted by the Director of the SC Revenue and Fiscal Affairs Office. By Dec. 31 of every odd year, the City must adopt, by ordinance, the latest Standardized Business License Class Schedule.

For 2024, the City has implemented the following changes:

  • Implemented class schedule updates required by Act 176
  • Discontinued the declining scale that benefited 2.5% of businesses
  • Removed the gross income ceiling that impacted less than five businesses in 2022
  • Decreased the additional per $1,000 rate, which will be a benefit to all businesses
  • Moved to a Class Schedule 7 for commercial property, with the base rate applicable to the first $2,000 of gross income
